Thank you for taking the time to file this bug. However, I tried to
reproduce this in a fresh LXD container and did the upgrades (using do-
release-upgrade from src:ubuntu-release-upgrader-core) but everything
went fine and I couldn't find any problems with the clamav
update/upgrade either.
Also, looking up on the internet, this seems to be known (or was
previously hit by other people), and I could see a similar bug report
here, LP: #144163. And the solution that was mentioned is this one:
sudo adduser --system --no-create-home --disabled-password --disabled-
login --shell /bin/false --group --home /var/lib/clamav clamav
If that works without error, then try:
sudo apt-get -f install
Let us know if that works.
That said, since this seems like a local configuration issue (or
something similar), rather than a bug in the package itself, I am
marking this bug as "Incomplete" for now. But should you think it's
actually a bug rather than a configuration issue, let us know why you
think so and also provide with a reproducer, if available or at least
with some more information so we can figure out what's wrong. Once you
do that, set the status of the bug to "New" and we can take a look at
the bug again.
