the issue you're describing here (adding "expected result" and "actual
result" sections would help), but my impression is that you are
describing a (mis?)behavior of PHP as released upstream, rather than an
Ubuntu-specific issue. My suggestion here, should you believe you
actually found an bug in PHP, is to report it against the PHP project
(https://bugs.php.net/).

I'm marking this bug report as Incomplete for the moment. If you believe
that this is really a bug in Ubuntu, then you may find it helpful to
read "How to report bugs effectively"
