This looks like a local configuration issue rather than a bug in the package. Probably removing and reinstalling libapache2-mod-php7.4 should fix the problem. sudo apt purge libapache2-mod-php7.4 & sudo apt install sudo apt install libapache2-mod-php. Since this is a local config issue, I am marking this as invalid. But should you feel this is really a bug, please set the status to "New" and let us know why and we can take a look at this again.
