bazel-bootstrap-data has unsatisfied dependencies, because nodejs is not
built.
- the current packaged nodejs 12.x is based on the v8 engine 8.x
- 14.x (packaged in experimental) still based on v8 8.x
- 16.x based on v8 v9.0.x, with riscv64 support
- ongoing riscv64 activity on v8 v9.2.x branches
