I think we should mark this as a duplicate of bug #163583. As described in the previous comment, there are new debian vim guidelines. However, a registry file was not added for the vim-outliner in Gutsy.
That is why vim outliner it is broken, and not because of /usr/share/vim/vim71/debian.vim. Once you create the file "vim-vimoutliner.yaml" in /usr/share/vim/registry, then you can get it working for your user using vim-addons.
