All published now for xenial and bionic. I think there may still be an issue where the unpack vs configuration order is not guaranteed on upgrades within a release, and we may have new grub-efi-amd64-signed unpacked, new grub-common not unpacked, and shim-signed attempting to be configured (which invokes old grub- install). But I'll open a separate bug report for this.
