When I boot to use an older kernel, initially things appear no better -- no monitors except the laptop and after logging into Kubuntu no monitors at all.
After removing the USB-C connection and plugging it back in again both monitors come back, headphones work but the wired network connection does not work. However the power state transition from "D3cold to D0 (config space inaccessible)" is I think new.
