i have found a solution for my particular case, sharing here in case it
helps anyone.

Using apt-cache rdepends python-minimal, i chased down what was causing
the removal of python-minimal to fail. I found out that nagions-plugins-
contrib, which i had installed, was pulling in python-crypto and python-
bson amongst others, which depend on python-minimal.

apt purge nagions-plugins-contrib and a apt autoremove --purge to remove
all unneeded dependencies fixed the issue for me, and do-release-upgrade
is now working.
