I think https://gitlab.gnome.org/GNOME/cheese/-/issues/28 "Cheese only uses video/x-raw formats, and not image/jpeg" better matches the heading of this issue, so I have added it as a tracked bug.
It is fixed, but Ubuntu-20.04 is still affected.
