Thank you for filing this bug and making Ubuntu server better.

However, this smells odd because:
3.9.1-4ubuntu3 -> this version is in trust (and 3.9.1-4ubuntu3.14.04.1 is in 
trust-updates).
Then xenial has 3.9.1-4.2ubuntu1 and bionic has 3.10.2-1.

This package was then dropped and isn't available in focal (20.04) at
all. I am not sure how you're trying to install this package but if you
try to install packages from different releases, I'd expect things to
not work.

I am marking this bug as "Invalid" for now but should you feel otherwise
or think it's actually a problem in Focal, please change the status to
"New" again with a comment explaining why you think it's a bug.
