To correct this I have to:

- boot from an image
- extract the contents of "libc6_2.33-0ubuntu4_amd64.deb" (dpkg --extract)
- copy all files in (extracted)/lib/x86_64-linux-gnu/* to /lib/x86_64-linux-gnu/
