Yes, guest customization can be turned off if VM's open-vm-tools version is 11.1.0 or above, see KB https://kb.vmware.com/s/article/78903. I just checked open-vm-tools version in https://cloud-images.ubuntu.com/focal/current/focal-server-cloudimg-amd64.ova, it's 11.0.5.
