Public bug reported:

Binary package hint: totem

While playing a .m4a file:

If you click the seek bar and drag it to a different position in the
song, you hear the garbled sound of the seeking at maximum volume,
regardless to the level the volume is set at. This happens on all files
and at all volume levels I tried.

Most likely the volume level is limited passively during playback, hence
seeking jumps the gun on the limiter. Volume limiting should be a
global setting on the application, not just a filter on the active
playback.
