Debugging the testcase:
The test checks for filtering, which is compiled in:
"+CMDMON +NTP +REFCLOCK +RTC +PRIVDROP +SCFILTER +SIGND +ASYNCDNS +NTS +SECHASH 
+IPV6 -DEBUG"
contains
"+SCFILTER"

Then it starts chrony, once with -F 1 and once with -F -1 which controls
the effect of the SCFilter.

pdifile for the test is /root/chrony-4.0/test/system/tmp/chronyd.pid
conf is /root/chrony-4.0/test/system/tmp/chronyd.conf
Started as:
  ../../chronyd -x -l /root/chrony-4.0/test/system/tmp/chronyd.log -f 
/root/chrony-4.0/test/system/tmp/chronyd.conf -u root -F -1


Turns out the daemon isn't present when stop_chrony wants to stop it.
So why/where is is failing?
