You will need to download all of these files (for example):

https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.4.96/amd64/linux-
image-
unsigned-5.4.96-050496-generic_5.4.96-050496.202102071034_amd64.deb

https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.4.96/amd64/linux-
modules-5.4.96-050496-generic_5.4.96-050496.202102071034_amd64.deb

and then install them together:

  sudo dpkg -i *.deb

When rebooting, the system will still choose the higher version number
which is 5.8 and not 5.4. In order to boot version 5.4 you will also
need to press 'Esc' (quickly) before Ubuntu boots and select the 5.4
kernel from the boot menu.
