Robert, thanks for looking at this. I don't think that there is any good
reason not to set --no-install-recommends. Either the packet has been
installed including recommends; then it should have no effect
whatsoever. Or packets were installed with no-install-recommends; then
no new packets should be installed.

My assumptions is that not setting --no-install-recommends was rather
something that was not necessary, rather something that was done
intentional.
