Using above system used for focal validation, did a do-release-upgrade to normal groovy series, installed grub from groovy-proposed. perform dpkg-reconfigure grub-pc, and reboot.
in grub console checked package version grub> echo $package_version 2.04-1ubuntu35.2 and it booted correctly.
