It seems this behavior is expected, although probably insufficiently
documented. We will make sure to clear things out in various
documentation bits, but with 20.04 it has been decided that the Ubuntu
Desktop flavor will be shipping a HWE kernel by default from the start.
Apologies for this unclear situation, I have no idea how this got missed
in the announcements.
