In the past e.g. bug 1771630 and duplicates this was most often due to 
out-of-tree packages. Those broke the dependencies. But I found none such in 
your logs.
5.7.32-0ubuntu0.16.04.1 LGTM as source for the upgrade and 
5.7.32-0ubuntu0.18.04.1 for the new one.


The file is of mysql-common:
$ dpkg -S /usr/share/mysql-common/configure-symlinks
mysql-common: /usr/share/mysql-common/configure-symlinks

And this is a dependency that should be auto-resolved by apt.
Pre-Depends: adduser (>= 3.40), debconf, mysql-common (>= 5.5)


Could you check if that file is on your disk and try to install/reinstall (or 
upgrade) then.

$ ll /usr/share/mysql-common/configure-symlinks
$ dpkg -S /usr/share/mysql-common/configure-symlinks
$ dpkg -l mysql-commo
$ sudo apt update
$ sudo apt -f install

Did that resolve and install the package?
If not please report the full output of the commands above.
