Ok, the lac of CPUs is indeed the problem we are facing and a regression in the 
new version.
So much debugging and eventually such a trivial error :-/

I've filed a bug upstream about it at:

With local autopkgtest using only 1 CPU I can finally recreate.
And in reverse that means if we mark this test as huge then it will succeed on 
autopkgtest.u.c \o/
