It sounds like the Google Maps team started using failIfMajorPerformanceCaveat, but might be going about it in a user-hostile way! For Firefox, if you check in the Web Console for that page, if you get a message that mentions failIfMajorPerformanceCaveat, then you can bypass this to restore webgl creation via about:config, by setting "webgl.disable-fail-if-major-performance-caveat" to "true"!
