Public bug reported:

Just try to upgrade from 18 to 20 and it failed. I can see in the logs
it fail after it can't calculate python-dbg.

I did not install much on this machine.

I found similar bug but it's marked as closed. My laptop is up to
date(18.04) but still fail.
