With that layout, I can get "ç" by using the AltGr+, (AltGr and comma key).
That is what the keyboard layout cheat sheet advertises for ç, by the way, so 
I'm not sure why acute+C would/should work.
Can you confirm that AltGr+, gets you a "ç" ?
