Thanks. Clearly there's a shell script somewhere running 'snap'... Please run this command to check those other files:
grep -r snap /etc/apt/apt.conf.d and tell us if you get any results. Also, just to be sure, please purge snapd: sudo apt purge snapd and then reboot.
