I experienced the same problem on an Ubuntu 18.04.5 system. It was appearantly caused by .config being a symbolic link to a directory on a different file system. Once I moved that .config directory to my home directory, I was able to start evince. If the symbolic link points to a directory on the same file system, evince seems to work fine. Linking .local to a directory on some other file system might cause similar problems.
