Public bug reported:

Used to work.

sane-find-scanner run by regular user doesn't work:

  # sane-find-scanner will now attempt to detect your scanner. If the
  # result is different from what you expected, first make sure your
  # scanner is powered up and properly connected to your computer.

  # No SCSI scanners found. If you expected something different, make sure that
  # you have loaded a kernel SCSI driver for your SCSI adapter.

Works when run as root:

Tried adding this rule to /usr/lib/udev/rules.d/60-libsane.rules, but
this didn't help:

ATTRS{idVendor}=="04b8", ATTRS{idProduct}=="1122",
ENV{libsane_matched}="yes"

However the rule does make it so uaccess is run:

$ sudo udevadm test $(udevadm info --query=path --name=/dev/bus/usb/001/010)
2>&1
This program is for debugging only, it does not run any program
specified by a RUN key. It may show incorrect results, because
some values may be different, or not available at a simulation run.
