Steps to reproduce:
1. Run 20.10 installer in OEM mode on legacy system
2. Wait it to complete
3. Login to the the oem's session
4. Try to find "Prepare for shipping to end user" icon on the desktop

Expected results:
* "Prepare for shipping to end user" is shown on desktop, needed packages are 
installed

Actual results:
* "Prepare for shipping to end user" is not shown on desktop, needed packages 
are not installed
