And you *always* had this issue? This is included with every copy of
Lubuntu since 18.10 with no such problems, so the issue must lie with
something you installed or setup. Try booting a live Lubuntu system and
see if you can get the same results. I'm sure you won't.

That doesn't mean this isn't an issue, but in order to resolve it, we
would need to know which conditions are leading to the problem.
