Public bug reported:
In Gnome 3.38 header bar buttons are taller and usually include both an
icon and text label. They are also responsive. Some of this new features
seems to broke yaru theme. It is specially obvious in Gnome Web's
settings window, but also in Gnome Games.
I attach some screenshots of the issue.
