The workflow does have a bit of an awkward consequence. It means that bugs that affect a stable release but are fixed in a newer release (or development series) are marked as Fix Released, unless someone volunteers to fix the bug quickly.
I believe it's also harder for users to browse and find bugs like this that affect them on the supported release they are running. So I think your workflow works fine during the development cycle but I don't know if it's ideal for stable releases. Yes, I know y'all have had this workflow for years.
