For me, as far I remember, to fix the issue on my local machine, I have to remove python and reinstalled it.It seems that after upgrading ubuntu18 to ubuntu focal, some python 2 footprints still remains, I am not sure if it was the cause of issue but after removing python and purging both python2 and the newly installed python 3, and reinstalled python3, It works.
