Here is some of the history of the keyutils dependency in the cifs-utils
package:

- first added in response to debian bug #504690 in 2011:

Then downgraded to "suggests" in 2016, in response to debian bug #822841:

Now, mount.cifs works just fine without cifs-utils installed, for many 
scenarios. Maybe even most of the time? The main problem seems to be to 
identify the cases when keyutils is needed, and clearly communicate that.
