Steps to reproduce:

Open a zip file

Select 'Extract'

In the file browser, navigate to a directory _that contains some other
directories_

Hit Enter

What happens: Files in the zip file are extracted and placed in the
first sub-directory of the directory you are currently in.

Expected behaviour: Files in the zip file are extracted and placed in
the directory you are currently in. This was what happened in prior
versions.

With reference to the screenshot attached, if I use the mouse to click
the Extract button, the files are extracted to Documents as expected.
However, if I press the Enter key, the files are extracted to Test
Directory.
