Thanks for pointing out my thought was wrong due to SRU policy. For
developer, I agree that any supported PPA or UCA should be enough to
move on what we'd like to do. Even building from scratch. But, some of
users like https://askubuntu.com/questions/1239579/want-kvm-qemu-
version-5-for-ubuntu-20-04 (yea, I saw your replies:D) may be just
superuser or MIS. I do believe it's hard to make LTS support have a
perfect choose for everyone.

I still accept the explanations and of course to close the bug without
doubts.
