I have a new Gutsy virtual machine, which I upgraded from a fresh Edgy
installation.

I, too can confirm this bug, and add the following info:

tmpfs /var/lock tmpfs rw,nosuid,nodev,noexec 0 0
/dev/root /dev/.static/dev ext3 rw,data=ordered 0 0
udev /dev tmpfs rw 0 0
tmpfs /dev/shm tmpfs rw 0 0
devpts /dev/pts devpts rw 0 0
tmpfs /var/run tmpfs rw,nosuid,nodev,noexec 0 0
tmpfs /var/lock tmpfs rw,nosuid,nodev,noexec 0 0

This appears to be one of the startup scripts forgetting to set the /
mountpoint in mtab

My quick workaround is to insert the / mountpoint into /etc/fstab,
something that supposedly gutsy doesn't need you to do.
