The underlying fallocate mode/0 compat was added to upstream ZFS with
the following commit:

    linux: add basic fallocate(mode=0/2) compatibility

While the change isn't too large for a SRU, I'd rather wait for this to
land in the next release of ZFS in Ubuntu in 21.04 and see how well this
new functionality works before backporting it to Groovy and Focal.
