Thank you for preparing this update. The SRU team is currently looking to clarify what is and isn't included in the standing GNOME microrelease exception.
What bothers me about vala is that its nature means that regressions may remain latent until reverse build dependencies are updated, so the cost of a regression in vala is higher than normal. The SRU team will need to get back to you on this.
