Nope. I don't have a "HW/kernel test matrix" (beyond a few personal ThinkPads). This is beyond the scope and ressources of a small project.
If i understood correctly, the OEM team wants to use TLP for hardware enablement. So at least for certified hardware the corresponding Ubuntu release is tested and eventually a custom TLP configuration is provided. Of course this won't cover regressions from release or kernel upgrades.
