Public bug reported:

When new windows are created without any location information requested,
twm awaits a mouse click to place the window, and x11vnc often (but not
always) ignores mouse input from the vnc client (xvnc4viewer
4.1.1+xorg4.3.0-37.3ubuntu2) until a click on the x11vnc host mouse is
issued to place the new window.
