Thanks for reporting this bug and trying to make Ubuntu better.

I installed mysql-server version 8.0.21-0ubuntu0.20.04.3 in a brand new
Ubuntu Focal container and everything went fine. I also tried to install
the previous version and upgrade to the latest one without problems.
Checking the log files provided by apport I spotted this:

2020-08-03T07:14:11.429844Z 0 [ERROR] [MY-010262] [Server] Can't start server: 
Bind on TCP/IP port: Address already in use
2020-08-03T07:14:11.430157Z 0 [ERROR] [MY-010257] [Server] Do you already have 
another mysqld server running on port: 3306 ?
2020-08-03T07:14:11.430810Z 0 [ERROR] [MY-010119] [Server] Aborting

This is probably why mysql-server-8.0 post-installation failed, but I
have no clue why it happened. Are you able to provide a set of steps to
consistently reproduce this bug? If it is not reproducible I am afraid
we can't act on it.

For now I am marking this bug as Incomplete, if you can provide any
information that could help us reproduce the bug please comment here and
mark this bug as New again. With that done we will revisit this bug.
