Thanks for reporting this bug and trying to make Ubuntu better. I installed mysql-server version 8.0.21-0ubuntu0.20.04.3 in a brand new Ubuntu Focal container and everything went fine. I also tried to install the previous version and upgrade to the latest one without problems. Checking the log files provided by apport I spotted this:

Are you able to provide a set of steps to consistently reproduce this bug? If it is not reproducible I am afraid we can't act on it.
