For me, it doesn't seem to be fixed. I have installed mutter 3.36.4 and rebooted. When I set my external 4k AOC display to 200% and the internal monitor to 100%, it works. However, if I increase the scaling of the internal monitor to 125% in display settings, I get the both screens turn black and reverts to the previous settings shortly after.
