Actually, for 1), I was thinking the upstream source might ship with a sample or have the ability to generate amphora-agent.conf but it doesn't appear to. So I don't know that the package can install in /etc/octavia /amphora-agent.conf. Maybe the current permissions will allow the project source to write what it needs?
