Thank you for taking the time to file a bug report. I assume you tried to install 'nginx-full' and not 'nginx' because 'libnginx-mod-http-upstream-fair' is not a dependency of 'nginx' binary package. With that in mind, I created a brand new Focal container and tried to install 'nginx-full' and it went well, no problem at all. So it's not reproducible for me.
I also checked your logs and nothing raised a red flag AFAICS. I noticed the nginx service is still running fine in your system. Could you please try to give us more detailed information about your system and what you did to trigger this bug? Otherwise it will not be actionable. Since there is not enough information in your report to begin triage or to differentiate between a local configuration problem and a bug in Ubuntu, I am marking this bug as "Incomplete".
