As you can see this might be an upgrade issue, so please take a look at that wiki page. Moreover, I saw some attempts to run mysql from a nextcloud snap: [ 12.712907] audit: type=1400 audit(1594569471.624:107): apparmor="DENIED" operation="capable" profile="snap.nextcloud.mysql" pid=2856 comm="mysqld" capability=24 capname="sys_resource" This might be also related to your issue. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
