I am posting my updates on askubuntu.com also:
https://askubuntu.com/questions/1243328/dual-boot-windows-10-ubuntu-linux-18-04-lts-upgrade-to-20-04lts-kernel-5-4-is

I tried installing various other kernels thinking that it might fix this
problem but no luck. Mine is Dell XPS 8930 Desktop so I don't power
cable should be an issue for laptops. Recently my other Dell XPS laptop
got a BIOS update. It is running Windows 10 dual boot with Ubuntu 18.04
LTS - I am not going to upgrade ubuntu due to this issue.
