That's a tricky situation. If there's a bug in any command or app in 19.10 to do upgrades then that command or app also reaches end of life this month. Meaning we can't fix upgrades for you either. :(
If you want something that works long term with upgrades then I suggest staying to LTS releases only. And if you want to use intermediate Ubuntu releases then you will need to either upgrade away from them before they reach end of life [1], or just reinstall anew [2].
