Hi, I have a fresh installation of Ubuntu 20.04 with Gnome Image Viewer version 3.36.2 and I have the same issue.
When I rotate a single image and exit, a confirmation dialog appears and clicking save result in the right behavior. Nevertheless if i rotate multiple images and then exit the program modify the images but finally they are not rotated at all.
