There seems to be an issue with your configuration in that the base conffile /etc/apache2/apache2.conf is missing.
Not sure what/why this was removed, btu this makes apache2 fail to start. Services in general need to be (re)started on install/upgrade to pick up the new code, with a broken config in place that means the upgrade fails. And since it is a dependency of other packages it makes those fail as well. I'd recommend getting back to the default files, [1] is a nice short info about how to do so.
