My apologies, you can disregard this bug report. I just booted Windows 10 on the same machine to double check it wasn't a hardware issue, and the same issue occurs. I believe it's because I switched from legacy boot over to UEFI boot in the bios before re-installing on this box. That's the only bios tweak I made (for better security). You can close this bug report, as it's definitely a hardware issue, not a software issue.
