I had this issue before, then it got fixed (don't know how), but since a
week the issue is back. Can't boot on battery power. After Grub I get a
blank screen, black, nothing more.

Dell Latitude 5591 (Core i7-8850H @ 2.60 Ghz x 12, GeForce MX130)
